§ 31.308 ANNUAL ESTIMATE OF EXPENDITURES.
   The Superintendent of Public Works shall on or before April 1 in each year submit to the Mayor and City Council a statement, as nearly as can be estimated, of the repairs and improvements of the Department of Public Works to be paid for out of the funds of the city and necessary to be undertaken by the city during the ensuing year. He or she shall also submit a statement as to any desired improvements, with the probable costs thereof, and all contracts made and unfinished, and the amount of any and all unexpended balances of appropriations of the current and prior years. The report shall be in detail. The Mayor and Council having revised, changed or altered the estimates as submitted may provide revenue for the same in the annual appropriation ordinance or in such other manner as may be provided by law.
