The Superintendent of Public Works may engage day labor at established hourly rates to perform any work required by and authorized for his or her department, and may accept orders from any other department or branch of the city government upon proper requisition and authority, for repair and construction work. The Superintendent shall hire part-time help as required, and shall make recommendations to the City Council for employment of salaries personnel. The Superintendent discharge any employee of his or her Department, the discharge to be subject to review by the Mayor and City Council. The Superintendent shall, when requested by a member of the Council, render technical advice and/or assistance regarding any city problem.
