(A) Additional duties of Superintendent. The Superintendent of Public Works shall, subject to the provisions of this code and other ordinances of the city, take special charge and superintendence of:
(1) All public grounds in the city;
(2) All public buildings in the city belonging to the city;
(3) Maintenance and repair, including inspections and permits and licenses required, of all public streets, curbs, alleys and sidewalks in the city, and surveys, studies and the preparation of plans and specifications for the extending, constructing or reconstructing of streets or thoroughfares, curbs, alleys and sidewalks in the city;
(4) The planning and construction of traffic facilities for existing and proposed streets;
(5) Establishment of city benchmarks from city data and, after approval by the Mayor and City Council, recording of these benchmark locations and elevations. The Superintendent shall maintain a record of all streets, sewer, drainage ditch elevations established by other agencies and approved by the Mayor and City Council. The Superintendent shall be responsible for establishment of additional elevations and grade for streets, sewers, drainage ditches and the like, as may be required in the performance of his or her duties as otherwise set forth in this division (A);
(6) All garbage and waste disposal and all equipment of the city owned or used in connection with the final disposition of garbage, refuse and waste. He or she shall submit reports, as required by the City Council, to the Mayor and City Council of the operation of all activities of waste disposal;
(7) All local improvements including improvements paid for in whole or in part by special assessments upon their completion, acceptance by the Board of Local Improvements, or upon their completion, acceptance and approval by the court confirming the assessment;
(8) The operation and maintenance of the waterworks and sewer systems of the city, including inspections and permits and licenses required for the extension, installation, repair or relocation of water and sewer facilities, and keeping of records of all underground lines, taps and the like;
(9) The construction, operation and maintenance of all city parks, public squares, triangles and other open spaces at street intersections, playgrounds, swimming pools, public comfort stations, street parkways and of all trees, plants and shrubs planted and to be planted in the public ways of the city;
(10) Maps and plats of the city relating to geographical and topographical data, watercourses, public ways or other public places, house numbers, water and sewer systems and all other matters requiring maps or plats including the vacation of public ways, the opening of new subdivisions and the changing or altering of the physical characteristics of any parts of the territory now or hereafter comprised within the limits of the city;
(11) The requisitioning, ordering, receiving and inventorying of the necessary supplies and materials for the normal operations of the various public works under his or her jurisdiction. Purchase orders for “Class E” items costing $10 to $50 as described in the city purchase order procedure may be approved by the Superintendent of Public Works if countersigned by the Mayor or Chairperson of the Finance Committee. The Superintendent shall also check and approve or disapprove all invoices for materials ordered for the Department of Public Works;
(12) Submitting from time to time to the Mayor and Council, through the appropriate chairperson, recommendations for stock or inventory levels of normal or recurring maintenance or operating supplies and materials. Such inventory levels, after Board approval, shall be maintained until revised at the recommendation of the Superintendent of Public Works or the appropriate committee chairperson;
(13) Making of recommendations to the City Council for appropriation of funds for the operations of the public works under his or her jurisdiction through the chairperson of the committee or organization concerned;
(14) Keeping a record of appropriations of moneys made for the public works under his or her jurisdiction, and the expenditure of such moneys so that the financial situation of all projects under his or her jurisdiction may be readily determined. The records and all papers and files of the department shall be at all times open to the examination of the Finance Committee, or any member of the City Council; and
(15) Making a report at least monthly to the Mayor and Council through the chairperson of the committee or organization concerned regarding progress of work, planned work or any other matter that may be appropriate.
(B) Street improvements and cleaning.
(1) The Superintendent of Public Works shall have charge of and supervision over and direction of construction and reconstruction and maintenance of all street improvements, sidewalks, crosswalks, drains, ditches, curbs and gutters, culverts, crossing bridges, viaducts, subways and other improvements and repair thereof, except when such improvements or repairs are paid for by special assessment. The Superintendent shall also have charge of and the supervision over and direction of the cleaning and sprinkling of streets, alleys and public places.
(2) All public improvements described in division (A) above shall be made in conformity with specifications laid down from time to time by the Mayor and City Council.
