It shall be unlawful for any person or corporation to conduct outdoor building construction activity during Sundays and holidays; provided that, the Mayor, in consultation with the department head, may issue written exceptions to this section for good cause shown. Emergency outdoor construction activity shall be allowed according to the circumstances.
