(A) The Plumbing Inspector is authorized and empowered to enforce all code and ordinance provisions relating to plumbing and plumbing equipment.
(B) No plumbing installation shall be covered, enclosed or closed in until an approval seal of inspection shall have been applied to the installation by the Plumbing Inspector.
(C) The Plumbing Inspector shall have the power to order work stopped on the construction, alteration or repair of plumbing equipment when such work is being done in violation of any provision of this code or ordinance. Work shall not be resumed after the issuance of such a stop order, except in written permission of the Plumbing Inspector; provided that, if the stop order is an oral one it shall be followed by a written stop order within one hour.
