Registration and inspection fees shall be established annually by the city and shall be assessed to and paid by each rental residential property owner.
(A) Registration: an annual registration/license fee of $500 shall be paid to the city by the building owner (or owner’s agent) for each separate building, as defined by the Building Code.
(1) The annual registration/license fee shall be reduced to $70 if, upon application, the owner or owner’s agent presents proof of a valid and enforceable property maintenance agreement for, at a minimum, exterior maintenance including grass cutting and snow removal pursuant to the requirements of §§ 121.41(I) and (J). This provision shall by no means alleviate the owner for the ultimate responsibility of property maintenance.
(2) If the property fails to adhere to the requirements of §§ 121.41(I) and (J), or is found to be in violation of any other provision of § 121.41, despite proof of a valid and enforceable property maintenance agreement, the owner or owner’s agent shall be responsible for the remaining $430 license fee, in addition to any other fees or fines imposed.
(B) Delinquent fees, fines, charges: any or all other amounts due to the city by the owner in part or in whole must be paid before the owner can register any rental property.
(C) Annual inspection fees:
(1) Single-family dwelling: $125;
(2) Two-dwelling unit building (duplex): $125; and
(3) Apartment buildings (three dwelling units or more): $200 and $25 for each individual unit more than two units.
(D) Re-inspection fees per unit:
(1) No fee for the first re-inspection if all violations have been corrected within 30 days;
(2) Second re-inspection: $50; and
(3) Third and subsequent re-inspections: $100.
(E) Crime-free rental housing training fee: required training classes, as administered by the city’s Police Department, shall be completed by the land owner (or owner’s registered agent) for all residential rental buildings. The fee for this class shall be incorporated in the registration fee.
