In their interpretation and application, the provisions of this chapter shall be held to be minimum requirements adopted for the protection of the public health, safety and welfare. This chapter and the International Property Maintenance Code, 2006 or latest edition, adopted by the city shall apply, as minimum standards for maintenance of residential rental housing, where the requirements of this chapter vary from any other lawfully adopted city or state laws, rules, regulations, ordinances, codes, deed restrictions or covenants, the more restrictive or that imposing the higher standards shall govern. The city does not enforce any private covenants between land owners or tenants or finally determine conflicts between neighboring property owners.
