This chapter shall take effect and be in full force immediately upon approval of the City Council. After the effective date of this chapter, it shall be unlawful for any owner, as defined herein, to lease or operate residential rental housing without registering each rental unit with the city and obtaining a license to operate it as residential rental housing and complying with the provisions of this chapter, together with other applicable codes and ordinances of the city.
