§ 118.030 CERTIFICATE OF FITNESS.
   (A)   No licensee under this chapter, nor any person employed by such licensee, shall operate any taxicab in the city, who has not first applied for and received from the Police Department a certificate of fitness to drive a public passenger vehicle. Such certificate shall be issued by the Police Department to any person who shall satisfy the Police Department that he or she has the necessary physical faculties and the ability to drive a motor vehicle on the streets of the city in a safe and efficient manner. Such certificate shall be in force and effect only until the December 31 of the year in which it is issued.
   (B)   Any person desiring to secure a taxicab driver’s certificate shall make application in writing to the Police Department and such application shall give the name and address of the applicant, the name of and the length of service with his or her present employer, information as to previous employment and names of at least two responsible citizens of the city as references.
   (C)   No certificate shall be issued by the Police Department to any person who has been convicted of a felony. However, upon the written recommendation of the Police Department, the Mayor and the City Council, such certificates may be granted. Any such certificate may be revoked by the Police Department for violation by the holder thereof of any provisions of this code or any other ordinances of the city or of any state law, or whenever the holder of such certificate shall cease to possess the character and qualifications provided for in this chapter as prerequisite to the issuance of such certificate.
