(A) The Director of Building and Housing is authorized and empowered to enforce all ordinance provisions relating to building and zoning and to inspect the construction, equipment, alteration, repair, moving or demolition of all buildings and other structures.
(B) The Director of Building and Housing shall have the power to make or cause to be made, entry into any building or premise when necessary in the performance of his or her duties at any reasonable hour. For such purpose he shall have the powers of a police officer. The Inspector shall have authority to call upon the Police Department for aid and assistance, and it shall be the duty of the Police Department, when so called upon, to cooperate with the Director of Building and Housing in order to enforce the provisions of municipal ordinances.
(C) The Director of Building and Housing shall have the power to order all work stopped on construction or alteration or repair of buildings in the city, when such work is being done in violation of any provision of any ordinance relating thereto, or in violation of the Zoning Code. Work shall not be resumed after the issuance of such an order, except on the written permission of the Inspector; provided that, if the stop order is an oral one, it shall be followed by a written stop order within an hour. Such written stop order may be served by any police officer.
(D) If a builder has built a number of homes in a subdivision contrary to the provisions of the Building Code, the Director of Building and Housing may order the work stopped on all homes in the same subdivision until such time as the deficiencies are remedied. The stop order shall be delivered in writing to any persons engaged in the construction of any of the homes in the subdivision, and all such persons shall stop such work until permitted to proceed by action of the Director of Building and Housing.
