Each applicant who is granted permission shall be furnished a certificate indicating he or she or his or her agents have been granted permission to solicit or tag and the certificate shall show the date tagging or soliciting will be permitted. Each person shall at all times while soliciting or tagging in the city carry upon his or her person the registration certificate and the same shall be exhibited by such person whenever he or she is required to do so by any police officer or by any person solicited.
