No person shall conduct, keep, manage or operate, or cause to be operated, managed, conducted or kept, a roominghouse without a license therefor. A license shall not be transferable. All licenses granted under this subchapter shall expire on April 13 after the same shall be issued, and shall be renewed annually, subject to the same conditions as the original license. The license shall be issued by the City Clerk and the fee for such license shall be as provided in Ch. 110 of this code of ordinances. No roominghouse shall provide for more than the number of persons permitted by Ch. 156, Zoning Code, of this code of ordinances. The fee shall accompany the application therefor.
