Subject to the direction of the Mayor, the Director of Community Development shall be engaged in such duties as may from time to time be found appropriate in such areas as, but not limited to: employment programs; housing programs; industrial and community development programs and educational program, whether funded in whole or in part by the Federal Government, either directly or indirectly, which duties shall include, by way of example and not limitation, the establishment of local guidelines for such programs as set out in this section, investigation for and procurement of funding for such programs and maintenance of supervisory authority over and responsibility for any and all reports and procedures which may be required under such programs. The duties of the Director of Community Development shall specifically include cooperation with other governmental agencies in the procurement of funding for and the operation of such programs as set out in this section.
