(A) It is unlawful for any refuse disposal contractor to negotiate or enter into an agreement with individual residents of the city with regard to the collection of refuse for any period of time not within the term of its license as issued by the city.
(B) It is unlawful for a refuse disposal contractor to accept prepayment for refuse collection service for any period of time exceeding the expiration date of his or her license from the city.
