No person shall qualify for appointment to the office of Director of Community Development unless he or she has done the following:
(A) Accumulated not less than 50 college credit hours from a duly accredited college or university, or colleges and universities;
(B) Acquired a working knowledge of federal assistance programs such as, but not limited to:
(1) Housing;
(2) Employment;
(3) Industrial development; or
(4) Education.
(C) Possesses general ability to organize and supervise general office administration and staff.
