§ 31.194 HEARINGS ON VIOLATIONS.
   (A)   When it appears that any health ordinance or regulation of the Board of Health has been violated, the Health Officer shall cause notice of such fact to be given to the individual, firm or corporation concerned, who shall be given an opportunity to be heard concerning such alleged violation.
   (B)   The notice shall specify the date, hour and place of hearing and the hearing shall be private.
   (C)   If, after such hearing, the Health Officer or other legally qualified authority believes the ordinance or regulation has been violated, he or she shall cause the party or parties to be prosecuted.
