It shall be unlawful to sell or offer for sale any candy, ice cream, confections, or any food or beverage for human consumption from any motor vehicle or any vehicle or any vehicle or cart of any kind in the city unless the mobile food vehicle is properly licensed and only the service of dispensing of food stuff for consumption on the premises of governmental, industrial and commercial sites located in the city is permitted.
