The Health Officer shall from time to the inspect, or cause to be inspected, each place where food is dispensed, and each vehicle used in connection with the dispensing of food, and each person engaged in the distribution of food, for the purpose of ascertaining whether the provisions of this code and all applicable laws of the state are being complied with.
