A FOOD DISPENSER is any person who keeps for sale, sells, or services to the general public any articles of food or drink for human consumption, other than the maintaining or operation of a bottled soft drink, packaged-candy or packaged-food vending machine. Restaurants, food stores, ice cream parlors, lunch stands, retail drugstores serving counter lunches and drinks, milk stores or depots, vegetable and fruit stores or stands, bakeries and meat businesses shall be included among food dispensers.
