There is hereby established the Department of Law, which shall include the City Attorney, the Corporation Counsel, and any other additional legal counsel, assistant attorneys, clerks and secretaries as the city may provide. All members of the Law Department, except clerks and secretaries, shall be attorneys at law duly licensed to practice in the State of Illinois.
