(A) Record review. All review or appeal of the actions or orders of the Local Liquor Control Commissioner shall be made by the Illinois Liquor Control Commission on the official record made before the Local Liquor Control Commissioner.
(B) Record costs and filing. In accordance with the Illinois Liquor Control Act, the certified official record and required copies shall only be filed by the Local Liquor Control Commissioner with the Illinois Liquor Control Commission after payment is received from the licensee for the cost of the transcript and copies.
