§ 111.18 OVERHEAD OR PROJECTING SIGNS; PERMIT REQUIRED; ALTERATIONS.
   (A)   Every person desiring to erect and maintain any sign or billboard that shall project from the wall or front of any building, structure, lot or place, into any street, alley or public way, over any sidewalk or way used by the public in the city, shall present an application in writing on a form to be furnished by the City Clerk, designating the proposed location and design of such sign, to the Director of Building and Housing for his or her approval. Upon notice of approval of such location and design the Clerk shall issue a permit for the construction and erection of the sign.
   (B)   No alterations shall be made on any sign erected or maintained as described above unless a permit expressly issued for the purpose of allowing such alteration is first secured from the Director of Building and Housing.
