§ 31.088 DELIVERY OF BOOKS AND MONEYS TO HIS SUCCESSOR.
   Whenever his or her term of office shall expire, whether caused by resignation, removal from the city or by removal from office by the Mayor and City Council, the appointment of a successor, or other cause, the City Treasurer shall at once deliver to his or her successor in office, or such other person as may be specially designated by resolution of the Mayor and Council all moneys, property, books and effects of every description in his or her possession, belonging to the city or appertaining to his or her office, and shall also at once, account for any pay over to such successor or other person so designated all moneys that he or she shall be accountable for and owe to the city, in his or her capacity as Treasurer. Any person who, having acted as Treasurer, on the expiration of his or her term of office, in any of the ways mentioned in this section violates any provision of this chapter, shall be liable for all damages caused thereby and shall further forfeit and pay to the city a penalty of not less than $100, nor more than $500.
