§ 110.18 ISSUANCE OF RECEIPTS.
   (A)   At the time the application for a license is made, the City Clerk shall issue a receipt to the applicant for the money paid in advance. Such receipt shall not be construed as the approval for the issuance of a license, nor shall it entitle or authorize the applicant to open or maintain any business contrary to the provisions of this chapter.
   (B)   Upon the receipt of an application for a license or a permit, the Clerk shall within 48 hours of the time of such receipt refer such application to the Mayor for processing by the city’s License Commission.
   (C)   A license for the conduct of a garage or yard sale may be summarily approved and issued by the City Clerk.
