§ 110.16 QUALIFICATIONS OF APPLICANTS.
   (A)   The general standards set out in this section relative to the qualifications of every applicant for a city license shall be considered and applied by the city’s License Commission.
   (B)   The applicant shall comply with the following:
      (1)   Be a citizen of the United States, or a declarant therefor as authorized by law;
      (2)   Not, either individually, or as a member of any party, group or organization, at the time of any such application for a license or special permit, advocate or resort to any practices subversive of or designed for the overthrow, destruction or sabotage of the government of the United States;
      (3)   Not be in default under the provisions of this chapter or indebted or obligated in any manner to the city, except for current taxes;
      (4)   No license or permit shall be issued for the conduct of any business or performance of any act which would involve a violation of the zoning code of the city. No license shall be issued for the conduct of any business, and no permit shall be issued for any thing, or act, if the premises and building to be used for the purpose do not fully comply with the requirements of the city; and
      (5)   No license shall be issued for the conduct of any business and no permit shall be issued for any thing or act, if the premises and building to be used for the purpose do not fully comply with the requirements of the city. No such license or permit shall be issued for the conduct of any business or performance of any act which would involve a violation of the zoning ordinances of the city.
