(A) The Zoning Board of Appeals shall hear and pass upon any appeal made to it from any ruling or order or other official act of the Director of Building and Housing.
(B) The Board of Appeals shall adopt reasonable rules and regulations for conducting its investigations and shall render all its decisions and findings in writing to the City Council, with a duplicate copy to the appellant, and may recommend to the Council such new enactments as are consistent therewith.
