The City Treasurer shall keep a true and accurate account of all moneys paid into the treasury, and from whom and on what account received. He or she shall only pay out money as may be ordered by the Mayor and City Council, and only on warrants therefor signed by the Mayor and City Clerk, and bonds and interest coupons regularly and duly issued by the city.
