The City Clerk shall keep a correct account between the city and the City Collector of all special assessments and special taxes on all property within the city between any person or officer authorized to collect any other money due the city from any source, except general taxes. The accounts shall be kept in such manner that they will show, as near as practicable, at all times, the full amount or amounts due the city from such sources.
