The Mayor shall appoint and employ, by and with the consent of the City Council, duly qualified engineers to advise the Mayor and City Council and the officers of the city on engineering questions. Whenever such engineers are employed, they shall be paid the usual reasonable and customary fees paid to engineers; provided, such engineers are regularly licensed engineers under the law of the state.
