The terms of all elected officials of the city shall be deemed to terminate on April 30 in the fourth consecutive year following the date of their election. However, that in the case of an individual elected to fill an unexpired term of office, the term of such elected official shall be deemed to expire on April 30 in the fourth consecutive year following the date of election of his or her predecessor to said office.
