SCHEDULE I. PROHIBITED PARKING.
   (A)   On-street parking shall be prohibited on the side of each street or roadway within the city which has fire hydrants installed thereon at all times; except that, parking shall be allowed between 161st Street and 162nd Street on both sides of Wolcott Street and Honore Street.
   (B)   Parking is prohibited at all times or at the times specified on the following streets.

   (C)   When there is an accumulation of two inches or more of snow on city streets, parking is prohibited on both sides of all streets, (except Wolcott and Honore between 161st and 162nd Streets). Parking in violation of this provision is declared to be a public hazard and motor vehicles may be towed pursuant to Ord. 85-O-1183.
   (D)   On-street parking shall be permitted in front of the property owners’ homes on the streets and roadways indicated below in this division (D) for one passenger vehicles where the official city records indicate that the property owner has purchased vehicle registration permits for three vehicles registered to his or her city address by the Illinois Secretary of State:

      (5)   On both the east and west sides of Honore and Wolcott Streets between 161st and 162nd Streets.
   (E)   There shall be no vehicle parking, standing, stopping, waiting or unloading at any time at the City Hall, Public Library and Bremen Township Building for individuals attending the Circuit Court of the county - Sixth District Building. Violators parking, standing, stopping, waiting or unloading at these locations shall be cited for a violation of this division (E) and may have the offending vehicle towed at the expense of the owner/driver. The Department of Public Works shall post signs at all entrances containing this information.
   (F)   Off-street parking shall be prohibited on the north side of 159th Street between St. Louis and Spaulding Avenues between 8:00 p.m. and 6:00 a.m. This location is also designated a tow-away zone during the period of prohibited parking.
   (G)   The parking of vehicles commonly designated and defined by state statutes as 18-wheel trucks, semi-trucks, tractors, semi-trailers, tow trucks or similar vehicles or parts thereof shall be prohibited at the following locations throughout the city:
      (1)   Both sides of the street on Richmond Avenue from 158th Street to 159th Street;
      (2)   Both sides of the street on Richmond Avenue from 166th Street to the dead-end of Richmond Avenue;
      (3)   All municipal streets, parking lots, private yards and driveways, vacant lots, abandoned property or access ways located within residential zoning districts within the city. It shall not be a violation of this division (G)(3) to park such vehicle for less than two hours for the purpose of making a delivery or picking up a load or performing emergency services to or transporting disabled vehicles. Additionally, it shall not be a violation of this division (G)(3) to park such vehicle for the purpose of performing emergency repair or maintenance work on any public utility facility, sewer mains and appurtenances thereto, or on any street, road or public or private property requiring such emergency repair or maintenance work, or for the purpose of saving life, limb or property or fighting fire. However, no vehicle shall be driven more than the minimum distance necessary for the aforementioned purposes;
      (4)   The off-street west parking lot at the business establishment located at 15860 S. Dixie Highway;
      (5)   The off-street parking lot at the business establishment located at 2206 W. 159th Street, except where expressly permitted by signs indicating such permission;
      (6)   Within 100 feet of any entrance from a public street or highway to the off-street parking lots of the area bounded by Richmond Avenue on the east, 159th Street on the north and Kedzie Avenue on the west, commonly known as the Canterbury Shopping Center parking lot; and
      (7)   The off-street parking lots at the business establishment located at 3525 W. 159th Street.
   (H)   All locations mentioned above shall be and are hereby designated tow-away zones in accordance with this schedule.
   (I)   All locations indicated above shall be, where appropriate, designated by signs erected by the Department of Public Works, stating: “No Parking of Semi-Trucks, Tractors or Trailers at any time. This is a Tow Away Zone.”
   (J)   (1)   The Police Department of the city or its designee are hereby authorized to tow-away any and all vehicles which have been duly cited for a violation of divisions (A), (B), (C), (D) and (E) above to a secure spot for storage and impoundment until and after the owner shall have paid all costs, fees, fines and penalties set forth in this schedule and/or other ordinances; further that, such vehicle so impounded shall not be released until the owner thereof shall have demonstrated to the satisfaction of the officer or designee, his or her right to possession of said vehicle.
      (2)   The penalty for the violation of this schedule shall be a fine, after conviction, of not less than $50, nor more than $100, for each day that such violation persists. Further, that should said vehicle be towed, then such vehicle shall not be released until and after the owner has paid all costs, fees, fines and penalties set forth in this schedule and/or other ordinances.
