§ 53.34 SPECIFICATIONS FOR PRIVATE WATER SUPPLY.
   Every person contemplating the installation of a private water supply system shall comply with the following specifications.
   (A)   (1)   There shall be no sewers or drains of any kind within ten feet of any well.
      (2)   Sewers or drains within 50 feet, but further than ten feet from any well, shall be constructed of cast iron pipe with leaded joints and shall be tested under water pressure.
      (3)   Sewers or drains further than 50 feet from any well shall be constructed of cast iron pipe having leaded joints, or pipe of equal quality root-proof joints, sections no less than five feet in length, except for terminal sections.
   (B)   Private wells must be at least:
      (1)   Twenty feet from any lot line which is adjacent to a street if possible;
      (2)   Fifty feet from any septic tank, catch basin or grease trap constructed of water-tight monolithic concrete or 12 gauge steel, otherwise 75 feet;
      (3)   Seventy-five feet from any disposal field tile; and
      (4)   One hundred feet from any cesspool.
   (C)   When the water pump is located in a basement or building apart from the well, the pipe from the pump to the well shall be considered the same as the well, and shall not be located nearer to sources of pollution than the minimum distances specified for wells.
   (D)   Well casings must be iron or steel, with threaded joints and couplings, and must be accessible at the place where the suction pipe leaves the casing. Vent pipes, if used, shall extend at least 18 inches above the ground surface, be turned down and screened with 24 mesh non-corrosive screen.
   (E)   Top of well casings shall be at least 18 inches above concrete floor of basement or pit; otherwise, at least eight inches above the floor of the utility room.
   (F)   The annular opening between the well casing top and the drop pipe should be sealed in a water-tight manner, either by the casing extending up into a solid base pump (this can be used only if pump is above ground level) or by sealing with an oakum and lead seal, flanged and bolted fittings, threaded fittings or by a manufactured seal approved by the county’s Department of Public Health.
   (G)   Pump platform must be of concrete and shall fit tightly around the well casing.
   (H)   Pits shall not be used on new wells. Frost protection can be provided by using insulated pump house or commercial pitless discharge unit (preferable to use of buried seal).
   (I)   When the distance to limestone formations in any area is less than 50 feet, equipment must be provided for adequate and continuous chlorination of all water pumped. Such equipment shall be approved prior to installation. Information supplied by the State Geological Survey, Urbana, Illinois, shall determine depth to the limestone formation.
   (J)   Newly constructed wells must be disinfected with a chlorine solution of at least 100 parts per million. Detailed instructions shall be obtained from the county’s Department of Public Health or such other agency as the city’s Health Officer designates.
   (K)   A well shall not be approved until an analysis of a sample collected after disinfection and pumping shows the water safe for drinking. Analysis shall be made by the state’s Department of Public Health, Springfield, or the county’s Board of Health.
   (L)   No well shall be dug, drilled or approved for use for human consumption where the city water mains are reasonably accessible for tapping thereto. No interconnection shall be made between a well water supply and the city water supply. An appropriate warning plate shall be attached to a well which has not had the water approved for human consumption.
