The Director of Building and Housing of the city, or such other official as the Mayor and City Council may designate, shall be the Inspector of Sanitary Facilities and Private Water Supply Systems. The Inspector of Sanitary Facilities and Private Water Supply Systems shall be a licensed plumber and shall be under the supervision and direction of the Superintendent of Public Works. The Inspector of Sanitary Facilities and Private Water Supply Systems shall supervise all house sewer connections and excavations for the purpose of installing or repairing the same and shall have such further duties and authority as the Mayor and Council may from time to time direct.
