(A) All charges for water, sewer, garbage and refuse service shall be combined and payable on a quarterly basis. The owner of the premises, the occupants thereof and the user of the service shall be jointly and severally liable to pay for the service to such premises and the service is furnished to the premises by the city only upon the condition that the owner of the premises, occupant and user of the services are jointly and severally liable to the city. The city shall send a quarterly bill which will include charges for water, sewer, garbage and refuse service. Each quarterly bill must be paid in full by the due date. Partial payments may not be made.
(B) Bills for service shall be payable at the office of the City Clerk, and/or such other locations as may from time to time be designated by the corporate authorities, not more than 15 days next following the date of their mailing. Where the fifteenth day following the mailing of bills falls on a Sunday or legal holiday, the bill shall be payable not later than the next regular business day following such Sunday or legal holiday, without penalty. In all other cases, a penalty charge of 10% of the face amount of the bill shall be added thereto on any and all bills remaining unpaid on or after the fifteenth day following the mailing thereof.
