(A) The Manager, subject to the approval of the Mayor and City Council, shall prepare or cause to be prepared suitable forms for water bills, notices and permits and other papers required for use in the Water Department and shall include thereon such information concerning the rules and regulations, ordinances and water rates pertaining to the Department as he or she may deem advisable.
(B) Such forms may include information for billing of sewer and/or garbage collection service.
