§ 51.131 OPERATION OF WATER SYSTEM; MANAGER TO SUPERVISE.
   (A)   The water system shall be operated as a Division of the Waterworks and Sewerage System and shall be referred to as the Water Department.
   (B)   The Water Department shall be under the supervision of the Manager.
   (C)   The Manager, being the Superintendent of Public Works, shall have supervision and control of the city waterworks system.
