(A) It is necessary and for the best interests of the city, that it acquire and operate jointly with the Village of Midlothian, Cook County, Illinois, a common source of supply of water in order that sufficient water for the use of the city and its inhabitants for public and domestic purposes be available at all times.
(B) Pursuant to the provisions of 65 ILCS 5/11-135-1 et seq., as amended, the Mayor and City Council shall determine and elect to acquire and operate jointly with the Village of Midlothian, a common source of supply of water.
(C) Pursuant to the terms of 65 ILCS 5/11-135-1 et seq., as amended, the Mayor is authorized and directed with the approval of the Council to appoint a Commissioner to act as a member of the Commission to be organized and to be known as the Midlothian-Markham Water Commission, with the powers and duties as prescribed by the law referred to in this section.
