§ 51.095 MAYOR TO DECLARE WATER SHORTAGE EMERGENCY.
   The Mayor is hereby designated to be the person empowered and authorized to declare a water shortage emergency to exist within the city, and to immediately put into effect a Water Conservation Plan aimed to conserving the city’s water supply during said shortage.
