The Superintendent of Public Works, with the approval of the City Council, shall make all necessary rules and regulations and change such rules and regulations at such time and in such manner as is deemed proper for regulating the use of water for air conditioning equipment, and for uses outside a dwelling such as lawn sprinkling or car washing.
