§ 51.043 CONSTRUCTION METERS.
   (A)   Residential, commercial and industrial builders must pay a $250 service fee for the use of a temporary meter and a minimum monthly bill for water and sewer usage. Builders must have meters installed at the time of passing the rough plumbing inspection. Builders are responsible for contacting the Water Department to schedule an appointment. Builders are also responsible for paying the costs for all water and sewer usage.
   (B)   All temporary meters will terminate two weeks from the date of installation and will be disconnected after the deadline without further notification. If the property requires a temporary meter extension/additional use beyond the deadline, the owner must obtain written authorization from the Building and Housing Department and pay the costs for all water and sewer usage through the deadline.
   (C)   Upon termination of a residential, commercial or industrial temporary meter at a particular property, the city will refund any monies not used for service, less any outstanding water and sewer charges and, if applicable, costs for repairs and/or replacement for any damage to a meter, meter parts or remote meter reading equipment.
   (D)   The builder must request a meter installation after passing a rough plumbing inspection. If the builder fails to obtain a temporary meter, but uses the city’s water and sewer system, they will be charged for a minimum of 200,000 gallons of water if the property has sod or 20,000 gallons of water if the property does not have sod.
