§ 51.022 EXCAVATIONS.
   (A)   Ground shall be excavated in open trenches or in tunnels if specified by the Superintendent of Public Works to a depth necessary to secure five feet of cover.
   (B)   The bottom of the trench shall not be less than five feet below the existing ground level in the street, unless otherwise authorized by the Superintendent.
