§ 51.018 APPLICATION FOR WATER MAIN EXTENSION; SPECIFICATIONS; COSTS.
   (A)   If the property to be provided with water service is not served along at least one entire frontage by a water main of city standard quality, the owner of the property shall apply to the Department of Public Works for a water main extension. The water main extension shall be designed and constructed by the Department of Public Works or, at the discretion of the Superintendent of Public Works, authority may be requested of the Mayor and City Council to contract for the design and/or the construction of the extension.
   (B)   The charge for this service shall be $6.50 per lineal foot of six-inch main extension and appurtenances. The lineal foot of main shall be measured along the top of pipe excluding all hydrant connections and up to 66 feet of street or avenue crossings may be excluded.
   (C)   Water service fees shall be the same as if the land had been platted in accordance with Ch. 154 of this code of ordinances.
   (D)   Reimbursement shall be made to any person who shall, in order to serve his or her own property, be forced to construct a water main which abuts the property of another.
   (E)   Any person making application for a building permit for the lots served by any water installation installed within the last five years under the provisions of this section must, prior to the issuance of such permit, pay as a fee, in addition to all other fees and charges, a sum of $6.50 per lineal foot of six-inch main extension and appurtenances abutting the lot.
   (F)   Upon receipt of funds under the provisions of this section, the person making the installation shall be entitled to reimbursement for all such sums.
