Any person desiring the installation of any water mains, or extensions in, upon, or along streets, easements or public places may make or cause such installations to be made at their cost. They shall furnish and install pipe and all other appurtenances incidental to main or main extension installation in accordance with the specifications contained in this chapter. Any deviation from the provisions as set forth in this section shall be made only at the discretion of and upon the approval of the City Council.
