(A) Any person desiring to flood any area in the city for ice skating purposes shall first make application to the Mayor and City Council requesting permission to utilize the city water supply for such purposes.
(B) The application shall state the name and address of the applicant and the name of the organization, if any, which the applicant represents. The application shall give the address of the area to be flooded and the approximate dates upon which such flooding shall occur.
