§ 39.20 DESIGNATION OF SPECIFIC PROJECTS AND COMMODITIES FOR QUALIFIED MINORITY BUSINESS ENTERPRISES.
   Consistent with all applicable laws, rules, regulations and the Constitutions of the United States and the state, the Mayor shall, in developing the work program and purchasing program of the city for each year, designate specific projects and commodities which are to be preserved for qualified minority business enterprises. Qualified business enterprises shall be requested to submit proposals as to their cost of performing such contracts. Upon approval of the annual budget, the Mayor shall meet with the appropriate persons to determine those projects and commodities to be designated as reserve for minority business enterprises. One of the considerations to be made by the Mayor is the availability of competition among minority business enterprises in the areas chosen. The Mayor shall not proceed with the program until the Mayor’s designation of projects and commodities for minority business enterprises is approved by the City Council as being consistent with city policy and with all applicable laws, rules, regulations and the Constitutions of the United States and the state. The results of each years program shall be reported to the Council annually with recommendations for appropriate charges.
