The purchasing agents of the city shall develop and maintain source lists of minority business enterprises and shall include those applicable business enterprises in solicitation of service and/or materials. Said list shall be kept substantially current and shall include new business enterprises as the occasion warrants. All other departments of the city involved in the solicitation of services or materials shall utilize the aforesaid list on bid solicitations. All departments of the city shall affirmatively and actively seek the participation of minority business enterprises in procurement of goods and services. Each department of the city shall submit a quarterly report on the utilization of minority business enterprises to the office of the Mayor.
