§ 39.17 DEFINITIONS.
   For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   MINORITY BUSINESS ENTERPRISE. A business enterprise in which 51% or more of the investment capital is owned or controlled by members of minority groups.
   MINORITY GROUP. Women and any racial, religious or ethnic group which is a minority within the Chicago metropolitan area, the members of which have been hindered in their ability to engage in business enterprises because of racial, religious, ethnic or sex discrimination. MINORITY GROUPS include Blacks, Hispanics, American Indians and Oriental.
