There is created the city’s Homeland and Security Emergency Management Agency to prevent, minimize, repair and alleviate injury or damage resulting from disaster cause by enemy attack, sabotage or other hostile action, or from natural or human-made disaster, in accordance with the state’s Emergency Services and Disaster Act of 1975.
