(A) There is established a fee in the amount of $10 lawful currency of the United States of America for the purpose of defraying to the greatest extent possible the cost of conducting a personal criminal history records review.
(B) The fee, as established in division (A) above, shall be payable by the individual requesting a personal criminal history record review and shall be paid at the time that such person may submit to the appropriate authorities of the city a request for access and review to his personal criminal history record.
