The City Council shall not take up for passage any ordinance or resolution unless a proposed draft thereof shall have been submitted to the members of the Council not less than 48 hours prior to the proposed passages thereof. For purposes of this section, submittal to the members of the Council shall be deemed to have been effected by delivery to the members’ respective residence addresses of a copy of the proposed draft ordinance or resolution.
